Food minister, states meet over food security Bill-Ragini Verma and Liz Mathew

Food minister K.V. Thomas is holding day-long discussions with state food ministers and officials in the national Capital in a bid to overcome their objections and push forward the government’s ambitious food security legislation.
 
The government will present the revised food security Bill in the Budget session of Parliament beginning 21 February, he said in his opening remarks.

“We intend to present the revised Bill in Parliament in the forthcoming Budget session and therefore this is the last opportunity for consultation before finalizing the Bill,” he said.

The ruling Congress party has pledged to get the food security Bill, which seeks to provide subsidized foodgrain to the poor, passed as early as possible.

The National Food Security Bill was introduced in Parliament in December 2011. The standing committee on food, consumer affairs and public distribution submitted its report on 17 January.
 
The original Bill proposes an entitlement of 7kg foodgrain per person as did the National Advisory Council (NAC), headed by Congress party chief Sonia Gandhi. NAC sets the social agenda of the Congress-led United Progressive Alliance government.

Participating in the discussion Tamil Nadu’s food minister R. Kamaraj sought an exemption from the implementation of the proposed Bill as the state is keen to implement the universal Public Distribution System (PDS) more effectively. Tamil Nadu chief minister J. Jayalaltihaa has pointed out that the state’s Universal PDS is functioning better, the minister added.

Meanwhile, Bihar chief minister Nitish Kumar has demanded that the Centre bear the entire expense of the scheme.
