NEW DELHI: Delhi's homeless may be brought under the fold of the Delhi government's flagship Annshree Yojana as the government is having trouble finding eligible beneficiaries to meet the two lakh target set under the cash for food scheme.

So far limited to vulnerable households identified by a survey of 2008-2010, the scheme will now be made "broad based". Under the scheme, a monthly subsidy of Rs 600 is given to people not covered by the public distribution system.

In a cabinet meeting chaired by chief minister Sheila Dikshit on Thursday, the food and civil supplies department proposed various categories of people who can be brought under the scheme. However, the cabinet reached a consensus that this categorization could not be a loose one and eligibility criteria needs to be streamlined even for different categories. The department has been asked to return to the cabinet next week with a reworked proposal. Some of the suggestions made include setting out an income parameter and a mandatory period of stay in Delhi to be eligible for the scheme.

The proposal talks of selecting eligible beneficiaries based on a criteria drawn on the basis of social, location and occupational vulnerabilities laid out by the administrative reforms department. Slum-dwellers living in 685 slum JJ clusters may be brought under the scheme. It is estimated that about 20% of the households in these clusters are not covered by the ration supplies.

Similarly, the proposal talks of drawing upon a state sponsored survey of 2010 in which around 55,955 homeless were identified. However, the cabinet is learnt to have reservations over how the homeless will be registered and what will be the common platform to engage with the dispersed homeless population with no fixed address. "We want the civil supplies department to lay down standards to create room for extending benefits under the scheme to homeless persons," chief secretary D M Spolia said.

The rural poor also finds space in the proposal on the basis of the state survey of 2008-2010 on vulnerable and most vulnerable households. The proposal goes on to suggest that rural poor can now be included based on an annual income criteria of Rs 1 lakh.
