Food Security Bill: Centre wants states to share cost by Ravish Tiwari

With the Sonia Gandhi-led National Advisory Council (NAC) insisting on providing separate legal entitlements to some sections — pregnant women, lactating mothers, homeless, destitute and disaster affected households — in the proposed food security law, the Food Ministry is set to insist on state governments sharing the cost to fund the provisions for this special category of beneficiaries.

Sources in the Food Ministry said the ministry has inserted “cost-sharing provisions” in all the specific sections dealing with entitlements for this category in the Food Security Bill that has been prepared for Cabinet approval.

The draft Bill approved by the Empowered Group of Ministers provides for free meals to pregnant and lactating mothers; one free meal daily to destitute persons; affordable meals to the homeless through community kitchens; two free meals daily to every member of disaster affected households for a period of three months.

The revised Bill also provides for monetary benefit to every lactating mother for six months after delivery. The cost-sharing provisions would mean that the state governments must share the financial burden of the proposed monetary maternity benefit also.

While the Food Ministry has decided to pass part of the cost burden to the states, it has also agreed to share the state governments’ cost towards transportation, handling, and fair price dealer’s commission.

The Food Ministry, however, is learnt to be against some state governments’ suggestion of the Centre bearing the cost of setting up grievance redressal offices and appointment of grievance redressal officers at the state and district level.
