Food Security Bill to be out by mid-Jan

Sonia Gandhi-led National Advisory Council (NAC) has reached a consensus on the final framework of the draft Food Security Bill that aimed to make legal entitlement of foodgrains to the poor.

"We have reached a consensus on the final framework of the Food Security Bill," an NAC member said on condition of anonymity.

The draft Bill is expected to be made public within 10 days. The NAC discussed its earlier recommendation of covering 75% households across the country under legal entitlement for providing subsidised foodgrains.

A predominant view in the meeting was that the final recommendations be supported with more analytical content and the Working Group on food security was asked to revise its note on the subject for consideration at the next meeting on January 21.

Interestingly, as per the earlier report published by this newspaper, the Prime Minister’s Expert Committee had ruled out the proposals of the NAC on the proposed Bill.

The expert committee headed by C Rangarajan had found the NAC’s proposal to supply subsidised food grains to 75% of the population as not feasible keeping availability factor in consideration.

Instead, the panel suggested that legal entitlement could only be granted to the “priority households” which comprised just 45% of rural and 28% urban households. The panel backed it up with the logic that the government did not have enough stocks to provide guaranteed food grains to “general households.
