Food security scenario has been very grim in Orissa. It is getting grimmer day-by-day, thanks to the high food price inflation on the one hand and climatic aberrations like droughts, floods or untimely rains on the other. These extremes hurt the State most, as it has the maximum poor populace in the country.

Data details the enormity. Around 9 per cent households face grave food security in the State. The proportion increases to 15 per cent in south Orissa. And the labourer households stood the most vulnerable. As high as 70 per cent such households in the extreme southern stretch are in the vulnerable bracket. Though the Government tried to buffer their vulnerability by provisioning the Rs 2-a-kg rice scheme, its utility has been little given the comprehensive rise in prices across the food commodities. This exposes the narrow contour of such tailor-made food subsidy schemes.

The State Government seems to have no clue now. However, recently YK Alagh Committee, after studying the entire gamut of the food insecurity scenario in the country, has submitted a report to bring a turnaround. It has suggested a total revamp in the entire nomenclature of the farming scenario.

Alagh has advocated some significant policy changes not only in the agri domain but also on the market dynamics, improved forecasting, decision support system and risk management. It has asked all states to incorporate this in their food security policy by bringing in place a high-powered food security core group.

To ensure food security, the Agriculture Department should lay emphasis on certain crops. For instance, in Orissa the farming of coarse cereals, Kandula have been on downswing. The committee suggested taking up the farming of such crops to provide nutrition security. At the same time, these crops are not cost intensive. Water management assumes critical importance in food security, so there has to be water management and pricing policy in place, observes the report. Equally, it lays emphasis on augmenting supply through efficient market mechanism.
