Forces called in before Posco land acquisition

The state government has started deploying security personnel in the Posco project area, anticipating a showdown with activists against land acquisition for the South Korean steel company.

The state government would restart land acquisition for the proposed project in Jagatsinghpur district from May 18, chairman and managing director of Orissa Industrial Infrastructure Development Corporation, Priyabrata Patnaik, said on Saturday.

The Centre has already given its approval for the diversion of forest land for the Posco facility. Patnaik made the announcement following a meeting with chief secretary Bijay Patnaik. Police will deployed at Balitutha, around 130km from here, a strategic point allowing entry to the project area. Sources said the government would resume the land acquisition process, which was stopped last August, by removing betel vines grown by locals on government land.

Last year, the government had recovered 11 acre after giving compensation to 96 betel vine farmers spread in more than three villages. Around 400 acre of government land in Polanga, Bhuyanpal and Bayanalakanda villages was also identified and the government has control over it, official sources said. But the government may face stiff ressitance from villagers opposed to the Posco project who have started digging up roads in Dhinkia, Nuagaon and Trilochanpur to prevent entry of police and government officers.

On Friday night, activists of the Posco Pratirodh Sangram Samiti (PPSS), an outfit spearheading the anti-displacement movement, attempted to lay siege on Balitutha, from where security personnel had forcibly evicted them last year. But their efforts failed as policemen chased them away, sources said.

PPSS chief Abhay Sahu said, "We would not allow the government's dream to acquire land to turn into reality." Dhinkia sarpanch Sisir Mohapatra, also a key PPSS leader, said they dug up roads after around 10 police platoons were moved close to the project area.

To avoid trouble, the government has decided not to acquire private land from Dhinkia, a PPSS bastion, and has reduced Posco's land requirement to around 3,700 acres from the original plan of 4,004 acres.

A senior officer said, "We are determined to acquire land quickly and, if necessary, shall simultaneously construct compound wall. Depending on the situation, we might even set an early date from which land acquisition will begin."
