No ads on government achievements at the cost of exchequer

The Election Commission (EC) has asked the Chief Electoral Officers of Tamil Nadu, Assam, Kerala, West Bengal and Puducherry, where Assembly elections have been announced, to direct the district election officers (DEOs) to immediately constitute district-level committees to monitor and investigate paid news.

The committees should scrutinise all newspapers to locate political advertisements in the garb of news coverage appearing during the election period. The DEOs should closely monitor advertisements in the print medium in any form, including surrogate advertising in the form of news, and serve notice to candidates or parties so that such expenses are included in the election expenditure account.

The committees should keep a watch on election news/features on the TV/cable TV channels and radio.

The EC has asked the CEOs to monitor and ensure that no advertisement is issued in the electronic/print medium highlighting the achievements of the government at the cost of the public exchequer. “The CEOs should see that the party in power, whether at the Centre or in the States, does not give cause for any complaint that the official machinery has been used for election campaign. Government transport including official aircraft, vehicles, and machinery, and personnel should not be used in furtherance of the interests of the party in power.

The EC has asked the Centre/State governments not to release MPLAD funds in areas where elections are in progress.
