Former Army officer wants release of Naxals stopped

Hours before the deadline set by Naxals for releasing their jailed members in exchange for an abducted MLA, a retired Army officer approached the Supreme Court on Wednesday to restrain the Odisha government from meeting the Maoists' demands.

Major-General (retd.) Gangurdep Bakshi pleaded that the government be restrained from releasing the Naxals as they had been captured by security forces while putting their lives at stake.

Maj.-Gen. Bakshi, an expert in counter-terrorism operations, submitted that his petition be given an urgent hearing as the deadline would expire at 5 p.m. on Wednesday.

Initially, the Bench expressed apprehensions, saying “its intervention might aggravate the problem.” But it eventually agreed to hear his petition.

But Justices T.S. Thakur and Gyan Sudha Misra, sitting on the Bench, pulled him up for moving the court so late. “You can't come at the eleventh hour and plead for urgent hearing.” The court further said it would require the help of the Union government's law officer and listed the matter for hearing on Thursday.

Maj.Gen. Bakshi said the guidelines the Supreme Court framed when a crisis broke out after the abduction of actor Rajkumar should be followed, and the Odisha government should not be allowed to relax them for the sake of one person.

Biju Janata Dal legislator Jhina Hikaka, 37, was kidnapped on March 24 in Koraput district when he was returning to Laxmipur after a political meeting. The Andhra Odisha Border Special Zonal Committee of the CPI (Maoist), which has been holding him captive, has demanded the release of 30 prisoners — including hardcore Maoist Chenda Bhusanam, alias Ghasi, who is accused of killing 55 policemen — for freeing Mr. Hikaka.

On March 14, Italians Bosusco and Claudio Colangelo were taken hostage by Naxals while they were trekking in the forests of Daringbadi in Kandhamal district.
