Free healthcare for pregnant women

In an attempt to curb high infant and maternal mortality rate in India, the government has decided to launch scheme from June 1 to provide free healthcare to mothers and children.

The Central government has asked the states to ensure free and cashless services to all pregnant women in government hospitals as well as to sick neonates.

This includes free drugs, free consumables and diagnostics, free diet during stay and free transport to health facility and drop back home. The cost of this will be borne by the central government.

“This scheme is being launched keeping in mind the high infant and maternal mortality rates in India,” union minister for health and family welfare Ghulam Nabi Azad said.

The government is also launching a scheme to provide monetary relief of Rs1 lakh to the cancer patients undergoing chemotherapy treatment in selected districts.

Azad said to begin with the money will be given to about 100 persons from the selected 100 districts that are lagging behind in medical care.

He said the government has chosen these districts for a pilot project where they will be provided common diagnostic services, basic surgery, chemotherapy and palliative care for cancer cases.

Besides, day care, chemotherapy and mammography facilities are also being established at these 100 district hospitals.

Home-based palliative care will be provided for chronic, debilitating and progressive cancer patients. 65 centres in these districts will be strengthened as Tertiary Cancer Centres (TCCs) to provide comprehensive cancer care services.

Meanwhile, government has already launched a national programme for screening of diabetes for all persons above 30 years.

Screening for hypertension and diabetes in urban slums was initiated in Delhi, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad and Ahmadabad last year.

He said a BPO type system is being set up in the ministry to verify the authenticity and accuracy of data provided by state governments and follow up on the needed interventions.

On polio, he said the number of cases has come down to 42 last year from 741 in 2009 after introducing bivalent vaccine. This year so far, only one case has come up.

The government is also bringing a scheme for special focus on backward districts, Azad said.

A total of 264 high focus districts in 21 states, which are difficult, inaccessible, backward and under-served having poor health indicators on a perpetual basis have been identified. Separate district plans have been prepared for these districts keeping their special needs in view, he said.

Azad also talked about the scheme for providing sanitary napkins through Accredited Social Health Workers (ASHAs) to adolescent girls in rural areas in discounted rates.

ASHAs will be also be roped in population stabilisation programme under which “aggressive distribution” of male and female contraceptives will be undertaken directly at block level. ASHAs will get 20 per cent of the cost as incentive.
