Guwahati: Union minister of chemical and fertilizers Ananth Kumar announced here today that the Centre would set up generic medicine units in at least 100 government hospitals in Assam and supply such medicines at 50 to 60 per cent less than the market price.

"We will sign a memorandum of understanding with the state government next week and Rs 2.5 lakh will be spent on construction of each unit in the district and sub-division-level hospitals. The generic medicines will be supplied under the Jan Aushadhi Yojana," the minister said. He was addressing a function to lay the foundation stone of a National Institute of Pharmaceutical Education and Research (NIPER) campus here.

Generic medicines are defined as a drug product comparable to a brand/reference listed drug product in dosage form, strength, quality and performance characteristics, and intended use. It has also been defined as a term used to refer to any drug marketed under its chemical name without advertising.

The Centre will spend Rs 550 crore for construction of a NIPER campus, which started functioning in September 2008. Already 155 students have passed out of the institute. "We will spend Rs 166 crore initially and the new campus is likely to be ready in less than two years from today," Kumar said. It will offer courses on pharmacology, toxicology and pharmaceutical practices.

The Assam government in 2009 had allotted 89 acres of land for the NIPER campus at Changsari on the city's outskirts.

The topic regarding land allotment, however, triggered a war of words between chief minister Tarun Gogoi and Union minister of state (independent charge) Sarbananda Sonowal at today's function. Minutes after Sonowal thanked Gogoi for allotment of the land, the chief minister charged Sonowal with misleading the people.

"The land was allotted in 2009 and the way Sonowal mentioned about the land, it sounded that it was given recently. I ask him not to do politics in a government function and do so in a public rally," Gogoi said in his speech.

Sonowal, when asked, expressed surprise over Gogoi's reaction. "I just thanked Gogoi for allotting the land but never said it was done recently. It shows how insecure the Congress is feeling in Assam."

Union minister Kumar, who addressed the function soon after Gogoi's speech, said, "We (BJP) will concentrate on development in four and half years and do politics six months before election. Both Gogoi ji and I are fighters and we will fight six months before the election," he said, in an apparent bid to pacify Gogoi and Sonowal over the land allotment issue.

He later addressed a meeting of Indian Pharma Industry Associations, organised by the Guwahati chapter of Indian Chamber of Commerce. "Guwahati can be a pharma hub for entire Southeast Asia and the first among the 10 proposed pharma parks being envisaged by the government," he said.

Chief minister Tarun Gogoi today met Indian Pharma Industry Association leaders at NEDFi House here where he stressed on the Make in Assam initiative.

He discussed ways and means to increase the state's potential in setting up a pharma park and boost employment.
