Narendra Modi’s Gujarat is the only developed state in the country where the percentage of malnourished children is higher than the national average, a government report released today said.

Gujarat has 44.6 per cent underweight children, compared to the country’s average of nearly 42 per cent.

Six other states have a higher-than-average proportion of malnourished children but all of these are poor — Madhya Pradesh (60 per cent), followed by Jharkhand (56.5), Bihar (55.9), Meghalaya (48.8), Chhattisgarh (47.1) and Uttar Pradesh (42.4).

Chief minister Modi, who loves to brag about Gujarat’s economic development and often talks down to the Centre, would not be pleased to have his state mentioned in the same breath as these six.

The India Human Development Report 2011, prepared by the Institute of Applied Manpower Research Planning Commission, also painted a grim picture of iron deficiency among women in the western state.

The percentage of women with severe anaemia is 2.6 in Gujarat — well above the national average of 1.8.

Assam, with 3.4 per cent women suffering from severe anaemia, Andhra Pradesh (3.3), Rajasthan (2.5) and Tamil Nadu (2.2) are the other states that are doing worse than the national average.

In Bengal and Bihar, just one per cent of women suffer from this ailment. Bengal has 38.7 per cent malnourished children, the report said.

It appears that there is a negative relationship between wealth indices and the percentage of women suffering from anaemia, the report said. This is because anaemia is a result of various factors, an important one being the lack of intake of a balanced diet.

A higher percentage of rural children suffer from malnutrition compared to those in urban areas. The primary reason for this is low food intake.

Among religious communities, Hindus recorded the highest percentage of chronically underweight children followed by Muslims. While 43 per cent Hindu children are underweight, the corresponding figure for Muslims is 41 per cent and for Christians, 29 per cent.

Monthly per capita consumption expenditure, which is an indicator of people’s income, at the national level was Rs 700 in 2004-05.

The consumption expenditure was relatively high in states like Goa (Rs 1,406), Nagaland (Rs 1,259), Kerala (Rs 1,111), Delhi (Rs 1,047), Himachal Pradesh (Rs 980), Punjab (Rs 921), Haryana (Rs 970), Gujarat (Rs 872), Sikkim (Rs 787), Uttar Pradesh (Rs 726), Maharashtra and Rajasthan (Rs 724 each) and Bengal (Rs 712).

The report considered three indicators — consumption expenditure, which is a proxy for income, health and education — to estimate the human development index (HDI) for the country.

On education, it found a sharp improvement in the enrolment rate at the primary level (96 per cent in 2007-08 compared to 84 per cent in 2005-06). The enrolment rate at the secondary level had gone up from 28 per cent in 1999-2000 to 45.5 per cent in 2007-08.

Himachal Pradesh, Uttarakhand, Tamil Nadu, Uttar Pradesh, Andhra Pradesh, Delhi, Haryana, Karnataka, Kerala and Maharashtra had high enrolment rates.

The enrolment rate at the secondary level in Bengal and Gujarat stood at 37.5 per cent and 42.6 per cent.

Considering the overall performance, Kerala topped the human development index, followed by Delhi, Himachal, Goa, Punjab, the northeastern states (excluding Assam), Maharashtra, Tamil Nadu, Haryana, Jammu and Kashmir, Gujarat, Karnataka, Bengal, Uttarakhand, Andhra Pradesh, Assam, Rajasthan, Uttar Pradesh, Jharkhand, Madhya Pradesh, Bihar, Orissa and Chhattisgarh.
