Goa Olympic Association to fund anti-RTI Act campaign

PANAJI: The Goa Olympic Association (GOA) will collect funds from its affiliates to fund a campaign that will keep state associations out of the Right to Information (RTI) Act ambit.

The Goa Table Tennis Association sought funds from the GOA during its general body meeting on Thursday to file a court case and then bring it to its logical conclusion.


"The table tennis association will file the legal application and all member associations will contribute towards the (legal) expenses. In my personal capacity as president of the Goa Judo Association I feel associations must come under RTI but as GOA secretary I have to listen to what the associations want," said GOA secretary Gurudatta Bhakta after the meeting in the city chaired by GOA president and North Goa member of parliament (MP) Shripad Naik.

The Sports Authority of Goa (SAG) has vide its gazette included all sports associations under the RTI Act.

"At a time when even the Prime Minister's Office (PMO) comes under RTI, I feel we should be transparent as well. The member associations, though, think otherwise," said Bhakta.

All 27 state associations have backed the move initiated by GTTA president Vero Nunes.

The GOA, in another separate letter to the SAG, has demanded that state associations be excluded from the clutches of the RTI Act.

"This creates undue inconveniences to all associations and a lot of time, energy and money is wasted on matters which are sometimes frivolous. We, therefore, request the SAG to immediately take creative steps and issue necessary corrigendum of withdrawal of the said Act," Bhakta wrote in a letter to SAG executive director Elvis Gomes.

Advocates of the RTI Act, meanwhile, have claimed that all State Level Sports Associations are performing functions of "public nature", receive substantial funds from the SAG which form a significant part of their annual incomes; hence have been rightly classified as public authorities and brought under the ambit of the RTI Act.
