The Bengal government could find it difficult to reach its target of procuring 20 lakh tonnes of rice this year because of a lack of storage space.

Its ability to raise storage capacity too could be hobbled by lack of investor interest in setting up warehouses in Bengal, and a mismatch between the tender rates acceptable to the state and the Centre.

“We’ve a target of procuring 20 lakh MT (metric tonnes) of rice. We have procured 11 lakh MT, but there’s a severe godown problem,” food and supplies minister Jyotipriya Mullick said today.

He said the state had a warehouse capacity of 50,000 MT during Left rule. “We had proposed to raise it to 10 lakh MT, of which five lakh MT has been approved by the Centre. Of this, 156,600 MT capacity would be set up initially.”

This is to be done through a public-private partnership. But, Mullick said, there is a wide gap between the tender rates proposed by Bengal and the Centre. “The rates they (Centre) have proposed are 20 years old. Because of this, setting up additional storage space in the state is becoming difficult,” he said.

Last July, the West Bengal Essential Commodities Supply Corporation had floated tenders for setting up 1.27 lakh MT storage capacity and received rates ranging from Rs 7.15 per quintal/month to Rs 19 per quintal/month. In December, the state-level committee recommended the rate of Rs 7.15.

But the Centre’s high-level committee rejected the offer saying it was too high and directed the state corporation to float new tenders. Mullick said the central panel had proposed a rate of Rs 4.85 per quintal/month, which is prevalent in states such as Punjab and Uttar Pradesh.

He said those who invest in warehouses in Punjab are mainly the mandi operators themselves. “So, they are not concerned about tender rates as they can take advantage of the overall package and can manage the transit costs too.”
