Golden girls at CWG, but Jatland holds on to its boys by Sukhbir Siwach

Jatland may be basking in the golden glow of women medal winners at the Commonwealth Games but the average Haryanvi continues to disfavour the girl child, posting the worst gender skew in five years.

The sex ratio in Haryana has skid to its lowest of 834 girls for 1,000 boys in the age group of 0-6 years in the past five years. In 2006, it was 857 girls for 1,000 boys as per information accessed by The Times of India under RTI. The latest figures have been compiled through civil registration system (CRS), up to August 2010.

For that matter, Haryana's track record has never been good. In 2001, the state's ratio stood at 819:1000 in 2001 against the national average of 927:1000. It improved considerably in the next few years, only to start falling again after 2007. The national projection for 2010 is 932:1000.

And this despite the fact that Haryana, where female foeticide is rampant, was the first state in the country to punish a doctor under the Pre-conception and Pre-natal Diagnostic Techniques Act. So far, 23 people have been convicted for violation of the Act.

Trying to explain the reasons behind the skewed sex ratio in the state from where sportswomen bagged nine CWG medals, five of these gold, IIT Delhi professor Ravinder Kaur said, ``Although efforts have been made by the government for the last 10 years with several girl child schemes and also to bring to book those involved in the sex determination tests, these have not been successful due to lack of change in underlying circumstances.''

Despite the growing army of bachelors, people want daughters-in-law, not daughters. ``They still bring brides from other states, so, they don't feel the need for daughters. But ultimately the lack of daughters will hurt Haryanvi society. Changes in society, such as equality in entitlements of education, health and property inheritance, are needed to raise the value of the girl child,'' Kaur added.

A leading activist of Haryana and state joint secretary of All India Democratic Women Association (AIDWA), Savita Malik, agrees. ``Law enforcement agencies must ensure exemplary punishment in cases of molestation, rape and domestic violence to develop a sense of security among parents of girls,'' she said.

Senior khap leader Om Parkash Dhankhar, however, had his own take: love marriages, which take place in violation of social norms, should not be allowed as these led to suicides being committed by girls when they get isolated. This, in his view, created an unbalanced sex ratio.
