The government plans to bring forward legislation to implement key transparency measures in procurement, exploitation of natural resources and electoral reform in the winter session of Parliament.

A meeting of the group of ministers (GoM) on corruption on Tuesday evening decided to move forward on anti-graft measures that it has been considering for some time now. The Vinod Dhall and Ashok Chawla committee recommendations on procurement and natural resources were referred to a committee of secretaries for detailed consideration of the proposals.

The Chawla committee recommendations that resources like minerals and airwaves be allotted through competitive auctions found favour with the GoM and guidelines will be prepared that will be applicable for all ministries and departments dealing with such resources.

The need for transparent and correctly priced auctions gained salience in the wake of the 2G telecom scam and the Comptroller and Auditor General's findings on KG basin gas. The committee's observations on close monitoring of post-contract obligations are seen to be relevant in the light of recent experiences.

The Dhall committee's views on standardized procurement policies ran into some resistance from ministries like railways keen to retain their own norms. These ministries are also involved in procurements that run into hundreds of crores. The GoM has decided that there is a case for reform of procurement norms and that the guidelines should be laid down by the finance ministry.

Resistance to any overhaul in procurement rules is deep-rooted as departments have got used to opaque procedures but the recent Anna Hazare agitation and Prime Minister Manmohan Singh's Red Fort speech on August 15 have provided the impetus for the GoM to put a lid on inter-ministerial differences.

A proposal to prevent persons chargesheeted for major crimes from contesting elections may need to be examined in further detail, but the GoM is inclined to change the current law that allows even a convict to stand for polls during the pendency of appeal. It is only on the exhaustion of the appeal process that a person be banned from contesting elections.
