GoM splits over PM in Lokpal purview by Josy Joseph

The age-old debate of whether the PM should be brought under the Lokpal has returned to the centre of discussion at the highest echelons as a group of ministers considers the anti-corruption mechanism.

The GoM, headed by Pranab Mukherjee, is laying out UPA-2's roadmap to fight corruption, as it reels under an unprecedented onslaught by gigantic scams all around.

Sources said the GoM, in its upcoming meeting, would look at the Lokpal bill, and the government was hopeful of bringing it before Parliament "at the earliest". A committee under the cabinet secretary has already started work on the Lokpal bill.

But dividing senior members of the Cabinet is the question if the PM should be covered by Lokpal, most probably a three-member committee of former Supreme Court judges or equivalent. A forceful argument, made by several ministers and senior Congress leaders, is that bringing the PM under Lokpal's purview can weaken the democratically chosen top executive, especially in times of political uncertainty. "That remains a major worry for all of us," said a Cabinet member.

The GoM headed by Mukherjee is sharpening the UPA's efforts to counter corruption, especially since the recent flood of scams has significantly dented its image. Those aware of the GoM decisions said the ministers' group is working on a multi-pronged strategy to fight the negative image. The first of it was to let CBI go after all those accused in the Commonwealth Games, 2G scam and Adarsh scandal. The source hinted there could be action in Isro-Devas deal, once the inquiry committee submits its report.

GoM's first step was the appointment of Ashok Chawla committee to suggest a robust way of pricing natural resources. Second is the decision to impose a 90-day cut-off for prosecution sanction for bureaucrats, and summary dismissal of officers if criminal charges are framed against them under Prevention of Corruption Act.

Equally important, the government is also set to notify the end to all individual discretions of ministers. "Unless there is a consultancy system involved, such as senior bureaucrats, the ministers won't be able to take any discretionary decisions," a source said.
