Government hopes to free Rs 40,000 crore fund soon for afforestation

NEW DELHI: The Centre is hopeful that the bill to utilize close to Rs 40,000 crore currently locked in the Compensatory Afforestation Fund Management and Planning Authority (CAMPA) will be passed by wide consensus in the forthcoming winter session of Parliament.

The funds have been lying utilized following a 2009 order of the Supreme Court and the government intends to ensure that they are accessed by states and the Centre for compensatory plantation, environment and forests minister Prakash Javadekar said. Afforestation is a big part of India's Intended Nationally Determined Contributions (INDCs).

The CAMPA funds, collected as a fee or compensation for diversion of forest land for projects, have grown over the years but have not been utilized for the purpose for which the authority was set up.

Speaking on the INDCs, Javadekar said India's plan to boost renewable energy production to 175,000MW was a big and ambitious step that conveyed its serious endevour to control climate change. "The clean energy programme was given a boost by Prime Minister Narendra Modi who raised the solar target for 2022 by five times," the minister said.

The INDCs are significant as they changed the perception about India as a "naysayer" in climate change talks with the discussions in Durban in 2011 being seen as a particularly bitter episode. While India had legitimate concerns over legally binding targets for any extended commitment to the Kyoto Protocol, it did not sufficiently argue its point and failed to offer an action plan of what it intends to do on climate change.
