Government plans to improve sex ratio in next 2 years -Samrat Phadnis

KOLHAPUR (Maharashtra): The Kolhapur district is one among 10 in Maharashtra to be selected for the Bharat Beti Bachao Beti Padhao Abhiyan, an initiative of the Union ministry of women and child development to combat the gender imbalance in India.

Altogether 100 districts were selected for the project across the country, of which 10 are from Maharashtra. Other districts include Aurangabad, Jalgaon, Sangli, Buldhana, Beed, Washim, Osmanabad, Ahmednagar and Jalna.

The Union ministry issued guidelines to the district collectors on how to achieve the target set for years 2014-15 and 2015-16. The initiative aims to improve the sex ratio at birth in the selected 100 districts, where the gap between per thousand males against per thousand females is either 100 or greater than 100.

The ministry adopted three criteria on the basis of sex ratio for the selection of these districts. These were districts below the national average (87 districts from 23 states), districts above national average but showing a declining trend (8 districts from 8 states) and districts above the national average and showing a rising trend (5 districts from 5 states).

Collectors and commissioners of the selected districts have been asked to prepare an implementation programme and monitoring the progress at district, taluka and gram panchayat levels.

The ministry has also asked administrations to implement the district action plans as soon as the state transfers the funds to the district.

Among the other suggestions, the ministry is keen on implementing Pre-Conception and Pre-Natal Diagnostics Techniques (PCPNDT) Act in the selected districts. Districts have asked to measure baseline data of child sex ratio and sex ratio at birth by December31.

"Strengthen district PCPNDT cells by recruiting at least five human resources, cell administrator, legal consultant, inspector (Rtd.) for monitoring, and data entry operators. Office equipment and space within the district collector's office should also be provided," the ministry's guideline reads.

According to the guidelines, district administrations will have to map all available ultra-sonography machines, including individual machines and not just clinics, in the districts and update this data every three months.

Varsha Deshpande, an anti-female foeticide campaigner said that state should strictly implement the Act and monitor progress of cases, which are before the judiciary.

Deshpande said that there are 417 cases pending in various courts across the state. "If we are serious in curbing female foeticide, the legal system should work to appoint appropriate lawyers for every case," she said.
