Government regularizes 40,000 more pensioners -Ambika Pandit

NEW DELHI: The Delhi cabinet on Monday "formally approved" the inclusion of 40,000 additional beneficiaries in the old age pension scheme.

The approval amounts to regularization of pensioners registered and in receiving financial assistance, even though they exist beyond the cap of 3.5 lakh permitted under the scheme of the social welfare department.

The easing of the cap is to tide over a legal crisis and a face-saving exercise for the poll-bound Delhi government, not prepared to earn the wrath of angry pensioners if the assistance is withdrawn now.

The Delhi finance department, in its observation on the proposal put before the cabinet on Monday agreed to regularize the pensioners as a "special case". But it also cautioned that the cap must stay as per rules. It sought that the social welfare department must take action against "delinquent officers responsible for sanctioning assistance in excess of what was approved by the cabinet".

This essentially means that while the cabinet decision will act as a sop for pensioners, the 3.5lakh cap will remain. With the social welfare department now tasked to re-verify the pensioners' list, several dead and pensioners who've migrated will be weeded out.

The finance department proposal said, "Given the situation, it is proposed that additional 40,000 cases, over and above the sanctioned 3.5 lakh limit, that have already been registered and remitted assistance in 2012-13 may be regularized. This increase in cap will be temporary. Once the re-verification is completed, the earlier cap of 3.5 lakh will be maintained subject to compliance with the conditions laid down by the finance department."

In December 2012, 388,978 beneficiaries were given assistance, whereas the ceiling of beneficiaries remains 3.5 lakh. The department of social welfare has already exceeded the cap by nearly 40,000 beneficiaries. To meet the additional expenditure, an additional Rs 13.2 crore has been provided in the revised budget estimates.

The social welfare department, while seeking approval for these additional 40,000 cases, says "senior citizens are among the most vulnerable group considering their medical needs, especially those who have been working in the unorganized sector. Therefore, it would not be appropriate to discontinue old age assistance to the 40,000 cases that have already been registered and remitted pension throughout 2012-13."
