The Communist Party of India (Marxist) on Tuesday charged the United Progressive Alliance government with attempting to “tinker with” the parliamentary system to suit the United States and its companies by “diluting” the rules of the Nuclear Liability Act.

Referring to Prime Minister Manmohan Singh's statement that the rules framed for the Act would sit in Parliament for 30 days, CPI(M) Rajya Sabha leader Sitaram Yechury said so far the Committee on Subordinate Legislation that scrutinises Rules is yet to be reconstituted after the term of the existing body ended in August this year.

“If reconstitution does not take place, the Rules [for the Nuclear Liability Act] cannot be challenged or changed…we suspect that in order to escape this, the Committee is not being notified…it is a serious manipulation of parliamentary procedure in order to appease the U.S. and its companies,” Mr. Yechury said at a press conference.

The party, he said, would take up the issue of reconstituting the Committee with Speaker of the Lok Sabha and the Chairman of the Rajya Sabha.

Earlier, the CPI(M) demanded that Parliament review the rules and adopt steps to ensure that the spirit and content of the law was not diluted in any way since the Rules limited the liability on the part of the supplier to five years.

Mr. Yechury said internal deficits in the nuclear power reactors surfaced only during later years and in the wake of the Fukushima disaster, there was need to ensure that the suppliers did not get a free run.
