The story of rotting foodgrains and hunger rocked the Lok Sabha yet again on Wednesday morning, prompting the government to say it was ready for consultations with political parties to find a long-term solution to the problem of storage facilities.

Finance minister Pranab Mukherjee gave this assurance when an angry Opposition sought greater availability of jute sacks for wheat before the monsoon. BJP and its ally JD(U) have been trying to corner the government on the issue accusing the Congress of being "anti-farmers".

In the House, the government came under attack from the Opposition and allies over shortage of storage facilities. Samajwadi Party leader Mulayam Singh Yadav asked if farmers were being "punished" for their record production. He had met Prime Minister Manmohan Singh and Mukherjee earlier to demand adequate supply of jute sacks for Uttar Pradesh.

Mukherjee, while admitting that godowns cannot come up overnight, said government was supporting creation of storage facilities through its viability fund and concessions in interests. He said contingency plans were being made to protect food grain lying in the open from rains.

The government has impressed upon jute bag producing units in West Bengal to increase production by 25,000 sacks from the present output of 2.50 lakh sacks per month. In his speech on the finance bill in the House on Tuesday, Mukherjee had said that by middle of this month, additional jute bags will be made available.

He had also tried to reach out to trade union leaders from the Left Front and Trinamul Congress to persuade jute mill owners to step up the production.

He referred to the trade unions again on Wednesday saying "...I hope they (trade unions) won't go on strike."

This comment drew protests from CPI's Gurudas Dasgupta, who is a AITUC leader. The finance minister said it was his experience that unions went on strike at a time when jute sacks were required for procurement.

After the ban on plastic bags, government was following international norms for packaging of sugar, wheat and rice stored in biodegradable jute bags. Mukherjee said that this year Madhya Pradesh and Uttar Pradesh had to procure more grain than it had expected leading to shortage.
