Government unlikely to agree for vote on retail FDI

The government may not agree to a resolution on FDI in multi-brand retail under the voting clause, reasoning that there was no precedent to put on vote an executive decision that did not involve any legislation.

The UPA allies got together on Friday at a dinner hosted by the PM to discuss the strategy for the Parliament session in which the opposition has threatened to seek a division on the contentious FDI measure. Trinamool walked out of the UPA citing its hostility to the anti-domestic retail measure. A clutch of UPA allies including DMK and SP have also spoken against the move, threatening to embarrass the government in case of a floor test.

The allies, headed by PM Manmohan Singh and Congress chief Sonia Gandhi, concluded that there was past example to show that governments have never agreed to seek a division of votes on executive decisions that did not involve legislations and that were left to the states to implement. While no final decision was taken, also because the presiding officers of the two Houses would ultimately arbiter the issue, sources said the government appeared sure that it could counter the opposition move without appearing partisan. The arguments suggested that the government may settle for a discussion on FDI without any trial of strength.

The dinner at the PM's 7, Race Course Road residence included NCP minister Praful Patel, DMK's T R Baalu, National Conference's Farooq Abdullah and RLD chief Ajit Singh. The meeting lasted around an hour during which discussions revolved around the strategy to ensure that Parliament did business but without government being pushed on the back foot by an aggressive NDA-Left-regional bloc.The government is aware that the winter session is going to be a brief affair with barely 16 effective working days. There would be disruptions and discussions, leaving limited time for any legislation. Therefore, it is also keen to rope in the opposition to agree to the limited but critical legislative agenda that the government wants to pass. A failure to pass any key bill, like the land acquisition amendment bill, will only strengthen the impression of continuing paralysis and isolation.

The opposition, aware of the treasury benches' compulsion, would like to hammer home a hard bargain to eke out concessions that would project it as winner. The dinner for UPA allies came after the PM engaged outside supporters Samajwadi Party and Bahujan Samaj Party in similar diplomacy a few days ago.
