Governor promises more interaction with tribal chiefs in state

RANCHI: Complying with the provisions of Schedule V of the Indian Constitution, governor Syed Ahmed on Wednesday invited traditional tribal chiefs to the Raj Bhavan and introduced them to the newly opened cell of the Raj Bhavan that would deal with the issues relating to tribals in Schedule Areas.

Expediting his role as the administrator of Scheduled Areas, Ahmed assured tribal leaders not only to pay attention to their problems but also continue the interactions so that necessary advice could be sought from them for development of the state.

The traditional tribal ruling groups like Manki-Munda, Manjhi-Parganait, Doklo-Sohor and Parha Raja were invited to participate in the state-level conference.

Addressing the gathering, Ahmed said tribals were the real rulers who refused to surrender before the invaders thousands of years ago and took shelter in forests. "They have their roots in forests and nature and it is our bounden duty to preserve them in their natural surrounding," he said adding that the state government has been asked to handover land title to tribal families under the provisions of Forest Rights Act as adopted by the Union government.

"Majority of tribals are farmers and their association with land is inseparable. So they are welcome to come up with their problems at the cell of Raj Bhavan dealing with issues of Schedule V areas," he said.

The governor announced that an award scheme for meritorious tribal students would be launched soon. "The Raj Bhavan will give cash awards of Rs 50,000 each to three tribal students securing maximum marks in the science, arts and commerce streams," he said adding that the top scorer in these three streams will also be felicitated.

While tribal leaders expressed happiness over the initiative taken by the Raj Bhavan, they were of the view that the cell of the Raj Bhavan must play a more proactive role for proper implementation of the Chotanagpur Tenancy (CNT) Act and Santhal Pargana Tenancy (SPT) Act in the state.

Ramchandra Murmu, representing Santhal tribes, said the tribal population is on the decline because of immigration of other people into Scheduled Areas and absence of Sarna code in the population registry. "Reduction in population coupled with non-implementation of CNT and SPT Acts have led to a situation in which tribals will have no significance in Scheduled Areas," he said.

While agreeing with the concerns expressed by the tribal leaders, speaker CP Singh blamed the minister-bureaucrat-contractor nexus for violation of land protection laws. He said although the state always had a tribal chief minister and tribal welfare minister since its formation, the condition of tribals in the state had not improved. "The notion that only tribal leaders think about the welfare of tribals has been proved wrong in Jharkhand."There is an urgent need to come up with realistic policies to protect tribal interests," he said.
