Govt calls emergency meet to discuss anti-feticide law by Kounteya Sinha

The Union health ministry registered only 107 cases of female feticide under Section 315 and 316 of IPC in 2010. This is an abysmally low figure in a country which scientists believe has seen over 10 million female lives lost to abortion and sex selection in the past two decades.

A few years ago, an Indo-Canadian scientist had reported in the Lancet that pre-natal selection and selective abortion was causing a loss of 500,000 girls annually in India.

Scientists say, in most countries, women slightly outnumber men. However, in India, for every 1,000 male babies born, there were just 927 girls (2001 census). The figure has further dipped to 914 girls, according to the latest 2011 census. The Union health ministry is now calling an emergency meeting of states to see how the Pre-Conception & Pre-Natal Diagnostic Techniques Act (PC & PNDT Act) can be better implemented. Union health secretary K Chandramouli told TOI that states need to implement the Act better. He said, "States haven't done enough to impose this Act. We will soon meet senior health officials of states with low sex-ratio to see how the numbers can be brought up."

He added, "Female foeticide is more common among educated middle-class rather than poor rural families. The new sex-ratio is a cause for serious concern. We'll have to specially focus on Punjab, Haryana and Delhi."

According to the ministry's 2010 figures, cases were registered in Madhya Pradesh (35), Punjab (20), Rajasthan (18), Maharashtra and Gujarat (nine), Chhattisgarh (four), Haryana and Delhi (three), Andhra Pradesh and Goa (one). No cases were registered in Uttar Pradesh and West Bengal.

India has a central supervisory board, chaired and co-chaired by Union health minister and minister for child and women welfare, respectively, which is supposed to meet every six months on issues like sex ratio.
