Govt forms 5 teams to probe NREGA anomalies in Bundelkhand

Two months after the Supreme Court issued notice to the Uttar Pradesh government to respond to alleged anomalies in MGNREGS pointed out in the survey report of the Centre for Environment and Food Security (CEFS), the state government has formed special teams to investigate the complaints in five districts of Bundelkhand.

Five teams have been formed to do spot verification of the anomalies pointed out in the report, which was submitted to the court in February 2011 and prepared by Parshuram Ray, Director of Delhi-based CEFS.

Ray had filed a civil writ petition against the Union government seeking a CBI probe into the anomalies in NREGA.

During the hearing of the petition, the Supreme Court had ordered a CBI enquiry into misappropriation of NREGA funds in Orrisa. Madhya Pradesh and UP were served notices to respond to the report in the previous order dated May 12.

The teams headed by Joint Secretary Anita Srivastava for Jhansi, Additional Commissioner Anurag Yadav for Chitrakoot, Assistant Commissioner J Shukla for Banda, Assistant Commissioner VK Bhagwat for Laitpur and Deputy commissioner NP Singh for Mahoba have been asked to conduct spot inspection in the coming week.

Sources inform that the teams have been asked to complete their inspection by the end of this week and submit their report by August 3 to the state government for further action.

In the report of the CEFS, which had surveyed around 800 households, it had come out that in Bundelkhand while about 50 per cent of the poorest Dalits surveyed in the report did not get single day of NREGA work, average work given to the surveyed household came out to be just 20 days.

In its previous order, the court had said that in case of default, “the court would be compelled to take appropriate action against the defaulting officers/officials/authorities.”

The next hearing of the case is scheduled for September 12.
