Govt forms inquiry commission to look into illegal mining

The public outcry over illegal mining has compelled the government to set up a commission of inquiry into illegal mining of manganese and iron ore. The proposal, cleared by the Cabinet on Monday, will look into individual allegations of illegal mining.

The inquiry commission will submit its final report in 18 months. It will also produce interim reports. While commission will investigate past cases of illegal mining, its findings could help the government check illegal mining. “The commission will look into cases of illegal mining that have been reported from several states,” a source said. The commission will also review efforts made by state governments to curb illegal mining. The focus on manganese and iron ore would mean that illegal mining in states such as Andhra Pradesh, Karnataka and Orissa would come under the scanner. The alleged involvement of the Reddy brothers — Karunakara and Janardhana Reddy, both ministers in the Karnataka government — has given a political twist to the issue.

The decision to set up a commission was taken by the PMO and mines ministry to ensure that illegal mining is checked across the country. The heightened concern over illegal mining have meant protests by legislators in states like Karnataka and Orissa. In Parliament , mines minister B K Handique informed that the amendments to the Mines and Mineral (development and regulation) Act will provide a separate section on illegal mining. The proposed legislation, being discussed in a GoM, provides for “stringent deterrent action” for illegal mining . The Centre plans to set up a National Mining Regulatory Authority with “overarching power to inspect, detect, investigate and prosecute those involved in illegal mining” .
