Govt mulls comparative study to check ‘misuse’ of RTI

The Government may go for a comparative study of RTI in different countries in order to check its misuse. The Government will table Public Procurement Policy Bill and a Bill on electoral reforms to check corruption in the public arena.

“Undoubtedly, RTI is being misused…Even judges feel that it is hampering the work of courts in matters of decisions and appointments of judges…We can have comparative study on it,” said Law Minister Salman Khurshid, while replying to questions from mediapersons on Monday.

However, he added that the Government was proud of RTI. “We would rather have life difficult for ourselves than for the citizens. We do not have any regrets. There may have problems from time to time. It is up to the new generation to make changes in it,” he added.

Minister of State in PMO V Narayanasamy supplemented Khurshid by saying that the Government would overcome the shortcomings in due course.

The issue holds significance in light of the Finance Ministry’s note to the PMO indicating the role of Home Minister P Chidambaram as then Finance Minister in the 2G spectrum allocation scam. The issue has become a raging problem for the Government.

Khurshid and Narayanasamy were to brief the mediapersons about the forthcoming conference of ‘Asian Development Bank and the Organisation for Economic Cooperation (OECD) Initiative for Asia and the Pacific’ for building multidisciplinary framework to combat corruption.

The two-day conference starting on Wednesday would be inaugurated by President Pratibha Patil and it would be attended by representatives from 28 countries. The Government has also invited anti-corruption crusader Anna Hazare-led India Against Corruption, other civil society representatives and voluntary organisations.

Narayanasamy said ADB and OECD have found large-scale corruption in the purchase of public goods. In India alone, goods worth `2 lakh crore are bought every year. There is a large-scale corruption in its purchase in the absence of an open and transparent system.

In this context, he said the Government would table and also pass the Public Procurement Policy Bill in the Winter Session of Parliament. Khurshid said the Government would also table the Bill for bringing about electoral reforms in the same session. “We would at least like to discuss the Bill and then pass it in a limited timeframe,” he added.
