Govt mulls ‘pay-and-use’ water ATMs for slums by Geeta Gupta

The problem of water shortage in city slums could find an answer in ‘pay-and-use’ water ATMs scheme, which the Delhi government is studying at present.

According to the proposal (Newsline has a copy), the water will be filtered at a centrally located plant through reverse osmosis, and supplied to a network of decentralised, “off-grid” and solar-powered ATMs that will be located in areas with low water supply.

“Potable water will be sold on prepaid smart cards, which can be used at the ATMs. It (water provided) will be on-demand, in customer chosen quantities and at a price lower than alternatives, including household filtration. Access to clean water on demand will improve public health, livelihoods and school attendance,” the proposal states.

Approximately 50 per cent of Delhi’s population lives in slums.

“The slums in Delhi are currently supplied water by DJB, through tankers. The proposal requires digging of bore wells for a pay-and-use solution, for which the DJB would need to give the requisite permissions. While the proposal is under consideration and at an initial stage, we would welcome any effort to increase water supply in the slums of Delhi,” said Anand Tiwari, spokesperson for Delhi Urban Shelter Improvement Board.

The proposal was made by Sarvajal, a social enterprise established by the Ajay G Piramal Foundation, and has support from social innovation department of Audi.

As per the proposal, Sarvajal will provide its business model and Audi will give direct support in marketing, branding and development of the business model.

“A presentation has been made to us, and preliminary discussions on the proposal are on. A decision on providing space and other things would have to be taken by the Slum department. Another presentation on the proposal would be made to the Chief Secretary soon,” Jal Board’s CEO Ramesh Negi told Newsline.

If approved, the project proposes that by the end of 2012, there will be 250 functional ATMs with 10 filtration plants to cover at least five neighborhoods in Delhi and serve 50,000 customers daily.
