Govt to ease CSR fund flow into holy river -Dipak K Dash

NEW DELHI: In a move to involve private players more to clean Ganga, the govt is keen to allow corporates to spend their CSR fund without any interference of municipal bodies in 118 cities and towns along the river. Corporates would be allowed to undertake projects that contribute to this mission after getting easy approval from the municipal bodies.

"The issue was discussed at a meeting chaired by the Prime Minister under our Ganga rejuvenation programme. We should allow corporates to take up projects, implement them and then these can be handed over to local bodies. Let them put banners or signboards and claim their role in such projects," urban development minister M Venkaiah Naidu told commissioners of 130 municipal bodies from north India on Friday. He said such projects should not get delayed by traditional route of inviting tenders by municipal bodies.

Naidu told TOI that government also reached out to NRIs at the Pravasi Bhartiya Divas to contribute to the mission. "Those who had their roots in these towns and cities and are keen to contribute will be encouraged to undertake any initiative," Naidu said.

The minister also told the municipal chiefs that there won't be "business as usual" approach so far as financing of cities and towns under new urban initiatives is concerned. "Instead, it will be based on the ability of urban local bodies to reform urban governance and rise to the new challenges," he said.

The minister said the ministry is currently working on a 'City Challenge' framework with the objective of selecting right city candidates for participation in schemes like building 100 smart cities and improving 500 cities and towns.

The minister gave a 10-point prescription for the commissioners including the need to have a long-term urban development plans for district headquarters focusing on an area of 25km radius, city mobility plans, city specific strategies for promotion of renewable energy and setting up regulatory bodies for pricing of utilities like water and power and assessment and revision of taxes from time to time to enhance resource base.
