Govt to have agri survey before tabling Food Bill by Seema Sindhu

To give the much-needed impetus to the farm sector, the Government will have its first agriculture survey this financial year in February on the lines of the economic survey.

Sources said that the Agriculture Ministry’s apprehensions on the production growth to meet the National Food Security Bill’s demand have concerned the Government. Consequently, three months ago Prime Minister Manmohan Singh asked the Agriculture Ministry to carry a separate survey to give the Government a detailed analysis of the sector.

Agriculture Secretary PK Basu told The Pioneer that the Ministry has embarked on the task jointly with departments like fertiliser and food and the Planning Commission and will be able to release it in February before the Budget.

Sources said that the Government agrees with the Agriculture Minister Sharad Pawar on his subsequent apprehensions about food production growth when the Food Security Bill is enacted.

The Agriculture Ministry has warned the Government that the Act will have adverse effects on agriculture and the food availability in general in case of monsoon deviations. The Ministry is of the view that at present production growth trend allows legal entitlements only to priority category (BPL) and general category (APL) should be excluded.

The view is shared by the Food Ministry and therefore the draft approved by the EGoM gives legal entitlements to only priority category in the first phase.

In the EGoM on July 11 which passed the Food Security Bill, the Agriculture Minister had conveyed that for the incremental production of 70-80 MT which is needed for the implementation of the Act without disturbing the open market grain availability, the department of agriculture and cooperation only will need additional resources of Rs 1,10,600 crore. This excludes irrigation, fertiliser, power, credit, insurance and research and development. He also said that the Act will have serious implications on the cropping pattern in the country.

The Government is worried about the successive failures to achieve targeted 4 per cent growth in agriculture in last three Five-Year Plans.

Recently, at the 83rd Foundation Day of Indian Council of Agricultural Research, the Prime Minister said that during the 10-year period 1997-98 to 2006-07 foodgrain production grew at an average annual rate of only 1 per cent.

However, demand for foodgrain was projected to touch 280 million tonnes by 2020-21. Meeting this demand will necessitate a growth rate of nearly 2 per cent per annum in food production.
