Food minister KV Thomas on Wednesday introduced a National Food Security Bill, which proposes to give the country's three-fourth population the right to highly-subsidised food, which will replace the government's Ordinance.

Thomas introduced the fresh Bill after withdrawing an earlier one.

The government had last month passed a food security ordinance, a provision to enact laws when Parliament is not in session, to give 67% of Indians, or about 800 million people, the legal right to cheap food.

To become a permanent law, the Ordinance must be ratified by both Houses. The government will bring a Bill to replace the food security ordinance.

The food minister also said that the new bill would not impinge on states' right in any way. "It does not impinge upon the rights of states. It protects the Constitution," he said to allay apprehensions expressed by Tamil Nadu-based parties - AIADMK and DMK - over the new law.

Earlier, AIADMK member M Thambidurai opposed introduction of the bill, saying it was against the Constitution and federal system.
