As the year 2011 comes to an end, the ministry of rural development is yet to find answers to slippage within the National Rural Employment Guarantee Act (NREGA). However, Union rural development minister Jairam Ramesh gave a new approach by unveiling new policies for the Naxal-affected areas. Taking charge of the ministry later in the middle of the year, Mr Ramesh highlighted that the demand for the job scheme is slipping due to a number of reasons, including delayed payment of wages to the people. About three months ago, the minister informed that the Centre would unveil NREGA 2.2, a revamped version of the flagship scheme to ensure that the job scheme spurs demands for works from the people. In fact from a high of 52 average mandays per year achieved few years back under NREGA, the same has come down below 50. Acknowledging the issue, Mr Ramesh has said that unless the government improves timely payment of wages the issue of slackening demand can not be addressed. As a way out, Mr Ramesh begun the practice of allowing cash payments in areas not covered by the banking system as well as that of the banking correspondent. However, amidst realisation of the need at the Centre to reach out benefits of flagship schemes to the people in the Naxal-affected areas, Mr Ramesh extensively toured such areas and came up with SARANDA Action plan for the Saranda district in Jharkhand. At the same time, the minister made liberal provisions for such areas in the flagship schemes NREGA and PMGSY. Along with a Prime Minister’s programmes, Mr Ramesh also brought forth initiatives like tribals produce getting suitable market.
