A CBI probe has indicted a former chairman of India’s technical education regulator for approving increased student intake by a private engineering college 10 years ago despite the institution lacking adequate infrastructure.

The indictment of R. Natarajan comes days after the agency had nailed the now-suspended All India Council of Technical Education (AICTE) chairman, R.A. Yadav, in another corruption case.

Natarajan was head of the AICTE when the regulator allowed the Chennai-based JA Institute of Engineering and Technology to increase its seats against the recommendations of an expert committee.

The JA Institute was being run by the St Albert Educational Trust from a residential apartment lacking sufficient infrastructure, the expert panel had found. The CBI was probing allegations that the managing trustee, Johan Albert, had entered into a criminal conspiracy with certain AICTE officials to get the approval.

Sources said the CBI probe had found that Albert had furnished fabricated documents such as a purported no-objection certificate from the Tamil Nadu government, a viability certificate from Anna University, and a land-use certificate.

The CBI has decided to prosecute Natarajan, Albert and a few other former AICTE officials, the sources said.

Yadav, the suspended AICTE chairman, is accused of complicity with his subordinates who had allegedly demanded a Rs 15-lakh bribe from a Faridabad-based engineering college for increasing its student intake.

The human resource development ministry has framed charges against Yadav for working with “malafide intentions and ulterior motive”.

On the recommendation of the CBI and the Central Vigilance Commission, the ministry will now start a departmental inquiry against Yadav, and may sack him if he is found guilty, ministry sources said.

The CBI has registered three other corruption cases against Yadav and 14 cases against other AICTE officials. Investigations are continuing in all these cases.
