Guj: Tribal voters get pre-poll sweetener from Modi -Mahesh Langa

Gujarat's tribal voters, who traditionally favour the Congress, have received a pre-poll sweetener from chief minister Narendra Modi.

Barely two weeks before the model code of conduct came into effect on October 3 with the announcement of two-phase polls in December, the Modi government decided to reconsider nearly 75,000 "rejected" claims from tribals on forest land.

The ruling Bharatiya Janta Party's (BJP) decision  is being seen as a move to woo tribals, who have a decisive say in 36 assembly segments across the state's northeastern belt.

"We have reopened close to 75,000 applications for review," a state secretariat official who did not want to be named said on Monday.

"The decision was taken at a meeting headed by RM Patel, additional chief secretary, tribal affairs, in the last week of September."

On September 30, Patel opted for voluntary retirement.

Now, he is contesting the polls on a BJP ticket from Asarva assembly constituency in Ahmedabad.

Under the Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, the government had received 1.91 lakh applications from tribals seeking forest land in 12 districts.

The state tribal development department, however, approved only 19,000 applications and rejected the rest, citing that satellite surveys had not backed claims of farming activities.

According to a serving IAS officer, the government's rethink has come after a series of visits by K Kailasnathan, Modi's principal secretary, to tribal areas in July and August.

Congress leaders in tribal belts are not impressed with Modi's move.

"I want to ask why tribals were denied their right as entitled under the Central act," Amarsinh Vasava, the Congress MLA from Dediapada in Narmada district, said.

A BJP leader who declined to be identified defended the review, saying the government was justified in wanting to scrutinise all the claims.

Of the 27 reserved ST seats in Gujarat, the Congress had won 14 in the 2007 polls, while the BJP had bagged 12 and the Janata Dal (United) one.
