Gujarat refutes Jairam’s fund claim

NEW DELHI: Gujarat government has hit out at rural development minister Jairam Ramesh over his charge that Modi regime has not been able to full spend central funds it received under the Watershed Programme.

In a hard-hitting response, Gujarat government has accused the central minister of using incorrect and half backed data and resorting to 'chicanery', for political purpose. The state government said that Ramesh based cited expenditure only up to June 2013 rather than for the whole of 2013 even though the figures for the entire year were available with the Centre.

It went on to claim that the fact of the matter was that it was the Centre which was sitting over Gujarat's request for the release of an additional Rs 288 crore. This when the state government complied with all the requirements laid down for the purpose by the Centre.

Saying that Ramesh had made "exaggerated, misleading and factually incorrect"statements, the Gujarat government, which cites the implementation of watershed management schemes among its top accomplishments, stressed that its performance has been" appreciated & commended by The Central Government & Prime Minister himself." "Because of exemplary and efficient operationalization of IWMP, Govt. of Gujarat has been conferred Prime Minister's Award for Excellence in Public Administration for the year 2010-11 and National E - Governance Award for innovative use of Technology in the year 2010-11", claimed the state government.

Likewise, department of administrative reforms under PMO and Information and Broadcasting ministry have produced documentaries to highlight the implementation of Watershed Programme in Gujarat state.

To back up its charge of partisanship against Ramesh, the Modi government also contended that no fair evaluation of the implementation of watershed programme by a state government can be done on what it does in a given financial year. It said that the project period of the schemes under the watershed programme range from 5 to 7 years, and a state government becomes eligible for the release of fresh tranches of funds once it has utilized 60% of what was released to it in the first instance.

It accused Ramesh of targeting Gujarat because it was ruled by "a political adversary", and claimed that model of detailed project reports(DPRs) for the watershed development programme developed by Gujarat was acknowledged by the Centre which even circulated it among states.

The state government also said that delegations from 18 states have visited Gujarat to see the execution of watershed development schemes.
