New Delhi: An NGO has described an alleged fake encounter and accused Haryana police of a spurt in extra-judicial killings of Muslim youths in the Nuh and Faridabad districts.

Citizens Against Hate has made the allegation in a recently published fact-finding report titled "Lynching Without End", which mainly looks at vigilante violence against minorities.

The report cites 11 alleged fake encounters, involving 15 deaths, in Nuh alone, according to a statement issued here today by the organisation.

The statement gave details only of one such death - of Munfaid, son of Islam Hussain from Khadkhadi village in Nuh who was allegedly shot by the police on Saturday.

Munfaid had in May been accused of raping a minor girl in his village but his family claims it was a false case.

According to the NGO, Munfaid's father has in a written complaint to the police alleged that his son had called him and Munfaid's father-in-law, Khurshid, on Friday evening to village Dekadi in Nuh.

Munfaid then allegedly told them that four members of the Central Investigation Agency of the Haryana police - Vikrant, Shakti Singh, Satish and Siddharth - had summoned him to Rewari, promising to close all the false cases against him if he carried out a certain assignment.

The older men advised him to do whatever the police were asking of him so he could escape the everyday harassment. The next morning, the father was informed his son's body had been found at Kala Pahad Ki Ghati, Tauru-Nuh Road, in the early hours.

Citizens Against Hate says the police have registered the FIR not on the basis of Hussain's complaint but on a statement by Inspector Mastana of the Central Investigation Agency.

The FIR purportedly says the inspector came across a white pick-up truck (registration number not mentioned) in the middle of the road near an abandoned mine, and found an injured man (Munfaid) who was declared dead in hospital.
