Court ordered Haryana govt to return panchayat land sold to DLF in Gurgaon

The judgment by the Punjab and Haryana High Court slamming the Haryana government for “acting with bias and malice to show favour to M/s DLF” and ordering it to return to villagers the19 acres of prime land in Nathupur village acquired on a ‘false pretext’ has cheered up the man who led this legal battle. Petitioner Meer Singh, 67, a former IAF sergeant, said he felt vindicated after the court ruled in his favour, which also paved the way for others, who were ‘deceived’ by the authorities, to get justice.

“It was only in February that I came to know about the fact that the panchayat land reportedly acquired ‘for public purpose’ was in fact sold off to the private builder at a premium price. I knocked on the doors of the court and filed the PIL on behalf of the village panchayat. I am elated that not only did the court order blow the lid off the malpractice by the government, but it also took only a few months for the judges to deliver the verdict,” said Singh.

Former sarpanch Leelu Ram, who is in the know of the story of the acquisition, concurred with his views but expressed his concerns over taking a strong corporate firm head-on. “The court order clearly mentions that any structure on the land be demolished and we can see some tall structures already on the plot. But we must remember it is a fight against a construction giant and it is not going to be easy. We, however, are willing to fight till the end,” added Ram. The 19 acres of panchayat land was acquired by the state government citing infrastructure development and compensation to the tune of Rs 3.91 crore was paid to the village panchayat in 2006. The land was later sold to DLF Universal Ltd.

The court, in its Friday order, pulled up the authorities, saying: “The act is not only fraudulent but also an arbitrary exercise of power and the distribution of state largesse to please a private company is a total negation of the law.”
