HC orders CBI to probe private educational institutions

SHIMLA: Cracking down on private educational institutions offering courses by obtaining certification after making false representations, the high court ordered Central Bureau of Investigation (CBI) to inquire into such cases.

Acting on a petition filed by V P Ahluwalia, a retired principal of a college, the division bench consisting of Chief Justice Kurian Joseph and Justice Sanjay Karol has asked CBI to inquire into all cases where the `no objection certificate` had been obtained by any private educational institutions from the National Council for Teacher Education (NCTE), NRC, NCTV, AICT and other such agencies.

The court passed the order after SP CBI brought it to the notice of the court that several institutions, who have obtained NOC from NCTE and other agencies, did not even have proper buildings. Following this the premier agency was directed to conduct an inquiry and submit report under a sealed cover to the court within three months. The court left it open for the CBI to take appropriate action under law on the basis of its investigation.

In his petition, Ahluwalia, has alleged that Rajesh Thakur, a director at Thakur College of Education, Dhaliara had used fake documents to get recognition for educational courses from the NCTE. Despite having complained to HP University and NCTE, no action was taken, the petition mentions. The petitioner has also pointed out that Thakur had used fake degrees to get his siblings settled in government jobs and on his complaint CBI had registered a case against Ajit Singh Rana, then regional director of NCTE Jaipur, for abusing his official position in granting recognition to Thakur College of Education for additional intake of 100 seats into BEd and 25 seats for MEd, during year 2007-08, in gross violations of norms.

The court directed Thakur College of Education Dhaliara, Dehra and Thakur Pre-examination Coaching-cum-Training Institute Nehranpukhar, Dehra to file a reply within a month as the last opportunity.

The court further directed CBI and State Vigilance and Anti-corruption Bureau to coordinate their investigations in such a manner that there was no conflict between the two investigating agencies.
