HC wants dengue ward in each district -Lalmohan Patnaik

Cuttack: Orissa High Court has asked the state government to set up diagnostic facilities for detection and treatment of dengue patients in all its 30 district headquarters hospitals.

The court also directed the government to establish permanent dengue wards in the three state-run medical college and hospitals in Cuttack, Burla and Berhampur.

"The division bench of Justice Madan Mohan Das and Justice Indrajit Mahanty issued the directions yesterday after taking note of a report on investigation of dengue outbreaks in the state between 2010 and 2013 by the Regional Medical Research Centre, Bhubaneswar," amicus curiae Pravat Ranjan Dash told The Telegraph today.

The high court direction assumes significance with the number of dengue cases across the state touching 2,867 this year. Eighty cases were tested positive only yesterday. The state government has confirmed five dengue deaths. The unofficial toll, however, is said to be 15.

The Regional Medical Research Centre's report warned that there was "possibility of more severe presentation of dengue virus infection, raising chances of haemorrhage and shock".

"This needs adequate preparation for management and provision of blood and platelet transfusion, " the report said.

"The dengue strains that are in circulation in the state at present were also closer to the strains circulating in southern India. This is indicative of entry of infection from other endemic regions of the country," it said.

No dengue outbreak was ever reported in the state before 2010. The first report of suspected dengue cases from Malkangiri were investigated and confirmed in 2010. In the same year, dengue infections were also reported from two villages in Gajapati district.

Dash had submitted the report along with an affidavit expressing concern that dengue had spread to "almost 23 districts" this year.

"Patients from various districts are coming to SCB Medical College and Hospital in Cuttack because of the lack of awareness and absence of facilities in their respective areas," the affidavit said, while seeking direction for investigation and treatment facilities for dengue patients in all the districts of the state.

The affidavit said that there was need for a dengue investigation cell and a permanent dengue ward at SCB and running a temporary ward in the trauma care and casualty centre was no solution.
