Health insurance scheme opposed -Aarti Dhar

Jaipur: Opposing the proposed insurance-based model of health care for those covered under the National Food Security Act, civil society groups have asked Rajasthan Chief Minister Vasundhara Raje to reconsider the decision as this would mean compromising and sidelining the immensely successful free medicines and free diagnostics schemes already operational in the State.

"Given the complex socio-economic dynamics of the population, complete non-adherence to standard treatment protocols by the doctors, and the presence of a vast unregulated private health care system, an insurance-based model of health care would only turn out to be more of a barrier in making health services available to all rather than making it more accessible," the Jan Swasthya Abhiyan has said in a statement here. The model would also turn out to be a much more expensive affair than the free medicines and free diagnostics schemes, it said.

The government proposes to launch a health insurance scheme for the families covered under the National Food Security Act (NFSA) from April 2015 to provide coverage of up to Rs. 30,000-50,000 in not-so-serious ailments and up to Rs. 3 lakh for very serious ailments.

Presumably, the launch of the health insurance scheme is to lessen the strain on districts and medical college hospitals of the State and re-route them to the private sector. Prima facie, a scheme like this looks good, but a deeper analysis clearly establishes that health insurance plan for a State like Rajasthan is not based on sound rationale, the Abhiyan has said.
