Helpline to solve wage problems in Central employment scheme by Satyanarayan Pattnaik

Udayanath Kandhapan of Girligumma village under Dasmantpur block was engaged in a field canal work under the MGNREGA. But one year after the completion of the work, he is yet to get his wages; so are other labourers working on the project. They have approached concerned officials several times regarding the matter, but to no avail.

Disturbed over the apathetic attitude of the officials, Kandhapan registered his grievance at the district helpline control room through the toll free telephone number and the problem was solved within 48 hours of registration of the complaint. Similarly, Trinath Jani of Kenduguda Jaduguda village under Dasmantpur block and Durman Nayak of Goudaguda village under Laxmipur block had not received their wages for work done under MGNREGA for months together. But after getting their grievances registered at the helpline centre, their problems, too, were sorted out. Kandhapan, Jani and Nayak are not isolated cases. For scores of labourers in the district who are facing a delay in wage payment under the MGNREGA, the toll free helpline has come to their rescue.

In January 2009, the district administration had launched a toll free telephone service to provide information and to register their grievances to the people on Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in their district. The grievances are directly looked into by the district collector.

Till January 29, at least 140 people had registered their grievances at the helpline centre regarding non-payment of wages under the employment scheme.

"Anyone who faces any problem regarding the employment scheme is advised to contact us at the toll free number from 8am to 8pm on any working day. The block development officer concerned has been asked to sort out the problem within 48 hours. In case the BDO fails to do so, higher officials will take up the matter," said collector (Koraput) Rajesh Prabhakar Patil.

"We aim at achieving cent per cent success in implementing MGNREGA in the district in the next one year. Stringent action will be taken against officials if they're found guilty of failure in implementing the scheme properly," he added.

MGNREGA, the centrally-sponsored employment programme introduced in 2005, provides enhancement of livelihood security, giving at least 100 days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work.

Not only MGNREGA, people are also advised to call the toll free number 06852-1077 that connects them to the district emergency centre in case they want to register complaints against any department in the district.

"Initially, though the help line was used exclusively for MGNREGA, now we have extended the service to other departments. People are registering their complaints against other poverty alleviation programmes and line departments. Depending on the seriousness of the problem, the officials have been asked to resolve it within seven days," Patil said.
