The state government has made a positive gesture by deciding to recruit doctors to fill up vacancies at government hospitals. But doctors are not willing to reciprocate.

The government has decided to fill up 3,613 vacancies by March 2011 but only 1,200 doctors have applied for the posts in government hospitals across the state, said a source.

Officials of Bihar Health Services Association (BHSA) — the organisation that represents doctors in the state — said wrong selection policy and unfavourable conditions of service are to blame for the low applications.

“The lack of enthusiasm is primarily because of the policies and the rules of the state government,” said BHSA convener Ajay Kumar.

“Wrong selection policy and bad service conditions are the main reasons why not many young medicos are applying for government jobs. For instance, the state government has made a rule that every medico, after completing MBBS and one year internship, has to work in a rural health centre for two years if they want to apply for regular appointment as a doctor with the government sector,” added Kumar.

He also said: “Such a policy is not applied anywhere else in country. Hence all the medicos are leaving for other states.”

“All government doctors have to essentially work at a rural health centre for six years after getting appointed as a regular health officer. So why is the two-year experience made mandatory? This rule makes no sense,” Kumar further said.

“Only 500 regular doctors have been recruited in the past 10 years though 900 are registered with Bihar Medical Registration Council every year. This means though 9,000 doctors were registered over the past 10 years less than five per cent opted for the government jobs on offer,” said Kumar.

Kumar added: “The state needs about 12,000 doctors to implement the National Rural Health Mission but the sanctioned strength is only 7,500. We have been hearing about these appointment plans for sometime. But nothing has been finalised in the past two years though the state need annual appointments of doctors.”

Data available with Bihar Health Society reveal that there are 4,962 sanctioned posts of regular doctors against which currently there are 2,633 doctors posted. Also there should be 2,402 contractual doctors posted but there are only 1,370 working at present.

About 50 per cent of these doctors will retire in the next five years and if the appointment is not speeded up, the health services will be hit badly, said a source.

Kumar said that salary structure for specialist doctors was yet to be revised. Rules of promotion and retirement age were yet to be changed.

“Even though every block needs at least four specialist doctors, not many doctors want to take up the job because of these drawbacks,” said Kumar.

He also said the government has not been very forthcoming with discussions.

“We have been asking the government to discuss the matter with us so that we evolve a better formula of recruitment. If our suggestions are implemented there will be no dearth of government doctors in the state. Nor will medicos migrate to other states in search of jobs,” he added.
