House productivity worst in decade by Aradhana Sharma

There is less than two weeks left for the Winter session of Parliament to conclude, but little business has been done so far.

Both houses of Parliament have been adjourned since the session begun three weeks ago. It seems that the entire Winter session could be lost if the logjam between the government and Opposition persists.

The only business that has been transacted in the last two days is the passage of the supplementary demands and relevant appropriation Bills for the current financial session. This, too, has happened without any discussion.

The demand for a Joint Parliamentary Committee probe into the 2-G spectrum allocation scam has ensured that no other business planned for the session could take place. This is the worst performance from MPs in the past decade or so.

According to data collated by PRS Legislative Research, the productivity percentage during this session has been an abysmal 6.9% for Lok Sabha and an even lower 2.2% for Rajya Sabha. The Upper House, which was to meet for 75 hours, has met for less than two hours. While, the Lower House has put in only 6.3 hours even though it was scheduled to meet for 90 hours.

The unending disruptions have brought down the participation and productivity of Parliament this year to just 66% as against 71% in 2007, which was the lowest since 2000. The longest the House has been adjourned due to continuous disruption was during the Bofors scandal when it was stalled for a record 46 days.
