An analysis of the results shows that the Congress did not perform very well in rural Gujarat—where it was expected to—despite worsening distress among farmers

New Delhi:
The Bharatiya Janata Party (BJP) won a closely contested electoral fight in Gujarat on Monday with a thin margin, upsetting expectations of the Congress that it can wrest back the state after a gap of over two decades. An analysis of the results shows that the Congress did not perform very well in rural Gujarat—where it was expected to—despite worsening distress among farmers.

In 90 out of 182 constituencies in Gujarat where more than 75% of the electorate is rural, Congress won 56 seats against 29 won by the BJP.

In 2012, when the last state elections were held, BJP had won 38 seats (and Congress 47), meaning BJP lost nine of its seats to Congress. This also means a better performance by the Congress in turning the discontent in rural areas into more seat gains would have upset the BJP’s goal of retaining the state.

The results in rural Gujarat where BJP performed better than expected (the party is strong in urban constituencies) came despite the promises made by the Congress to waive farm loans and ensure better crop prices.

“That the discontent in rural Gujarat did not convert into enough votes for the Congress shows farmers did not see it as an alternative,” said Yogendra Yadav, president of political party Swaraj India and a farm activist.

“My sense is that people in rural Gujarat did not perceive Congress as a political force working on behalf of farmers despite the ruling BJP being complacent about their problems,” Yadav added.

Farmers in Gujarat, a major grower of commercial crops like cotton and groundnut, have suffered due to falling crop prices following the Kharif harvest in October. While groundnut prices plunged to Rs.3,000 per quintal compared to the government-announced minimum support price (MSP) of Rs.4,250 per quintal, wholesale rates for cotton hovered just below MSP, prompting the state government to announce a bonus of Rs500 per quintal in October.
