While there are ripples in political circles over the estimated black money stashed by Indians in tax havens abroad - as quoted by the Central Bureau of Investigation chief Amar Pratap Singh on Monday - sources say that the agency has arrived at the figure following cross-checking several sources, reports and a rough estimation. 

"Most of the illegal money abroad forms part of tax evasion by individuals and companies," they added. "The amount quoted is an estimate of various reports, including figures of CBDT, Income Tax department, several foreign agencies like Global Financial Integrity (an international think tank) and various reports. The tax evasion does not come under the CBI's purview so other government agencies should do something about it," said a top CBI official. 

Sources also stated that these matters are being discussed here in the maiden Interpol global programme on anti-corruption and asset recovery. 

Singh had stated that about $500 billion (about Rs 24.5 lakh crore) of illegal money of Indians is deposited in tax havens abroad, and Indians account for the largest number of depositors in Swiss banks. Officials say that tax evasion and crime proceeds are sent to various tax havens by a large number of people through various routes. 

The CBI chief had also talked about corruption, describing it as a major governance issue. He had quoted from Indian scripture which says "if the King is immoral so will be his subjects'. "Ethics in governance would hold key to good governance in any society. I am prompted to recall a famous verse from the ancient Indian scriptures which says Yatha Raja Tatha Praja, in other words, if the King is immoral so would be his subjects," he had said.
