Ranchi: Implementation of MGNREGS, the Centre's flagship scheme to provide employment to the rural populace, has not been up to the mark and has failed on several fronts in Jharkhand, the office of the accountant general has said.

This meant funds to the tune of Rs 4591.47 crore, which could have been utilised in creating infrastructure under Mahatma Gandhi Rural Employment Guarantee Scheme, besides providing more jobs to village people, remained unutilised. Subsequently, these got lapsed.

The accountant general's report on the implementation of the job scheme - it was one of the central projects under its scanner - was tabled in the Assembly today. Later, principal accountant general Mridula Sapru briefed a section of the media on the findings at her office in Doranda this afternoon.

"Various districts failed to implement MGNREGS fast enough which was the main reason for the state to lose out on central funds to the tune of Rs 4,591 crore between 2007-08 and 2011-12," the report noted.

In survey of conducted in the districts of Ranchi, Dumka, Pakur, Palamau, Gumla and West Singhbhum, the accountant general found that only 58 to 82 per cent of the total funds in five fiscals.

Hence, out of total available funds of Rs 3033.06 crore, the six districts could utilise only 2070.01 crore in five years.

Due to poor utilisation of funds, the Centre reduced its share of the labour budget for the state year after year. While the MGNREGS labour budget approved by it was Rs 2610.46 crore in 2008-09 and Rs 3,103.09 crore in the next fiscal, it was reduced to Rs 2,277 crore in 2010-11 and to Rs 1,798.21 crore in 2011-12.

The public funds watchdog has also pointed out that only one to three per cent of the registered families under the NREGS programme were provided 100 days employment.

The total number of registered families is over 13 lakh in the six districts in the 2011-12 financial year.
