India border troops 'tortured' Maoist suspects

Claims that Indian paramilitary forces pursuing Maoist rebels in the central state of Chhattisgarh tortured villagers are under investigation.

Troops from the Border Security Force (BSF) allegedly beat and gave electric shocks to tribal people, including women, during interrogation.

BSF director general Raman Srivastava said an internal inquiry was underway.

A large number of Indian police and paramilitary are based in Chhattisgarh, a stronghold of Maoist insurgents.

The rebels, who say they are fighting for the rights of the rural poor, have carried out a spate of deadly attacks in recent months.

In April, 76 members of the paramilitary Central Reserve Police Force were killed in the state's Dantewada district.

Prime Minister Manmohan Singh has described their insurgency as India's biggest internal security challenge.

'Supporting rebels'

The BSF director general told The Hindu newspaper any member of his force found guilty of wrongdoing would be given the "highest of punishment".

The allegations against the troops have been made by residents of Pachangi and Aloor villages in Kanker district.

Sunita, a resident of Aloor, claimed she had been blindfolded and given electric shocks in a BSF camp at Durgkondal, Kanker, on 5 September, The Hindu reported.

She said troops called her a terrorist and a Maoist, and tried to force a confession from her.

She was freed four days later, but her sister Sarita, 16, remains in BSF custody, accused of involvement in a Maoist attack last month, the newspaper reported.

But police have denied the allegations.

"These villages, Pachangi and Aloor, have supported and fed the Maoists," the Times of India quoted a senior police officer in Kanker, Ajay Yadav, as saying.

"In fact, we have information that the rebels halted here for the night prior to the attack," he said.

The BSF have been deployed in Kanker as part of a government offensive against the rebels - widely referred to as Operation Green Hunt - which began in October 2009.

It involves 50,000 troops and is taking place across five states - West Bengal, Jharkhand, Bihar, Orissa and Chhattisgarh.

Ministers in Delhi have always accepted that there is a need to tackle the root causes of the rebellion, such as poverty and the absence of effective local government.
