Insurance hope for 10 lakh BPL families -Amit Gupta

The state government is trying to work out a health insurance scheme to cover 10 lakh families living below the poverty line who do not benefit from the Centre’s Rashtriya Swasthya Bima Yojana (RSBY).

At present about 25 lakh BPL families qualify for benefits under the central scheme while there are more than 35 lakh BPL families in the state according to a survey conducted a couple of years ago.

The RSBY scheme was launched in Jharkhand in 2009-10.

The scheme is 75 per cent funded by the Centre and rest by the state. At present, about 15.65 lakh families, including 14.25 lakh BPL families, have been given Smart Cards to avail medical insurance benefits under the scheme. The non-BPL families included in the scheme comprise MGNREGS labourers, domestic helps, construction workers etc.

The state labour department is soon expected to launch the fourth phase of the central scheme, whereby the remaining eligible families would be provided smart cards after verification.

“We will extend health insurance cover to 10 lakh BPL families in the near future. According to the central scheme, an eligible BPL family is entitled to receive treatment costing up to Rs 30,000 per annum from empanelled private hospitals. For this, the government pays a premium of Rs 400 per family per annum to the concerned insurance company.

“We will work out a similar model for 10 lakh additional families,” state labour department’s principal secretary Vishnu Kumar told The Telegraph.

Notably, for want of a policy to include 10 lakh deprived BPL families in a health insurance scheme, Rs 25 crore per annum that the government was supposed to get from Tata Steel for the purpose has been hanging in balance for the last six years.

In 2006, when the then Arjun Munda government renewed a lease agreement with Tata Steel for over 10,000 hectares, one of the important clauses of the agreement was that the steel maker would pay an annual sum of Rs 25 crore towards health insurance for BPL families.

However, the clause remained on paper with the government unable to work out the modalities so far.

A premium of Rs 400 for each family would mean that to insure 10 lakh families, the government would need about Rs 40 crore per annum. Besides Rs 25 crore from Tata Steel, the government would have to earmark the rest of the funds from its own resources.

On August 24, chief secretary S.K. Choudhary discussed the issue with other senior government officials including Kumar, revenue and land reforms secretary N.N. Pandey, his health counterpart K. Vidyasagar and finance secretary Sukhdev Singh, among others.

Choudhary directed the officials to ensure earliest possible framing of a health insurance policy so that the deprived BPL families could get due cover.

Speaking to The Telegraph, revenue and land reforms department’s principal secretary Pandey said as per the terms of the lease agreement, the government would write to the Tatas to fund the scheme as part of its corporate social responsibility (CSR) as soon as a policy was put in place. Labour commissioner Sunil Kumar Burnwal added a new policy framework was being prepared for the purpose.

Once in place, the health benefit scheme for every BPL family would lessen the burden on government health structures. Notably, the government panel has earmarked all quality hospitals including speciality ones as part of the scheme.

At present the insurer companies are M.S. Cholamandlam, Star Health & Allied Insurance and Reliance General Insurance Company.

In 2011-12, there were almost 20,000 claims. In 2010-11, there were about 22,000 claims, while the figures were far less in 2009-10 as the scheme was launched in only six districts to begin with.
