Interim Budget a 'big disappointment' for education sector: RTE forum national convenor -Madan Kumar

PATNA: The Right to Education Forum’s national convenor Ambarish Rai on Friday said the interim Budget came as a ‘big disappointment’ for education sector.

He said the insufficient allocation for education sector shows the union government’s shrinking responsibility towards school education and implementation of the Right to Education (RTE) Act-2009.

"The Budget again fails to provide the long pending demand of an investment of 6% of GDP on education. A mere allocation of Rs 38,572 crore (only negligible increase of Rs 6,238 crore from previous year) under National Education Mission of which only Rs 36, 472.40 crore for school education under the Samagra Shiksha Abhiyan is grossly inadequate to universalise education up to secondary level,” Rai said in a statement issued here.

He said the total budget allocated for education sector - Rs 93, 847.64 crore for 2019-20 with an increase of Rs 8, 837 crore from last year allocation of Rs 85, 010 crore, is totally insufficient for any substantial improvement in elementary and higher education.

He also said that the budget has completely shifted focus from the issue of elementary education and has also failed to address the key issues of the education sector, like the huge number of out of school children (84 million as census 2011), 9.3 lakhs vacancy of teachers in the country, closure of government schools (nearly 2 lakhs) across the country and only 12% RTE compliant schools (even after nearly 9 years of the RTE Act).
