A young IPS officer who stood in the path of a tractor-trolley carrying illegally mined stones after the driver ignored his calls to stop was crushed to death under the vehicle in Madhya Pradesh yesterday.

The death of Narendra Kumar, 30, has blown the lid off entrenched syndicates that cart off natural resources after carving up the mineral-rich regions of the state among themselves with alleged patronage from players belonging to the ruling BJP as well as the Opposition Congress.

Kumar, 30, whose wife is expecting, was on patrol on Holi when he spotted the tractor-trolley at Banmore, an industrial area near Morena.

Holding the rank of sub-divisional officer, Kumar had just resumed duty after Holi festivities ended on Thursday afternoon.

When the driver ignored his signal to stop, the officer lunged and clung to the tractor, police said. The driver stepped on the accelerator, throwing off the officer who fell under one of the wheels.

D.P. Gupta, the deputy inspector-general (DIG) of Chambal range, said: “Kumar signalled the driver to stop but he did not pay heed. So, he followed the vehicle, cut in and stood in front of the tractor-trolley after getting down from his Jeep. The tractor did not stop and ran him over.”

Gupta said instead of stopping the vehicle, driver Manoj Gujjar accelerated with Kumar clinging to the vehicle. The DIG added that Gujjar drove the tractor in such a way that the officer lost his grip and came under one of the wheels. “After this, the trolley carrying the stones tipped over him and he was crushed under it,” the DIG said.

The driver has been arrested and a case of murder has been registered.

The deceased officer was married to Madhurani Tewati, an IAS officer who is currently on maternity leave.

Madhurani, an additional collector based in Gwalior, performed Kumar’s last rites at his village, about 50km from Mathura, with full state honours in the presence of thousands of mourners.

The entire police force across Madhya Pradesh refused to play Holi today as a mark of solidarity with Kumar. It has been a tradition among police personnel to splash colours on one another a day after Holi is celebrated.

Kumar’s father Keshav Dev said the killing was a “well-planned conspiracy”, alleging his son did not receive the co-operation of the local police. “He stopped vehicles carrying stones for a check. Is it the work of the IPS officer, or the work of a thana-level police?” Dev, himself a police officer in Uttar Pradesh, said.

Dev said he suspected a BJP MLA in Madhya Pradesh for allegedly hatching a conspiracy against Kumar. According to Dev, the MLA was also instrumental in getting Madhurani transferred from his Assembly seat.

Senior IPS officers who did not want to be named confirmed Dev’s allegations, saying the entire Gwalior-Chambal region reeks of corruption and is under the grip of a criminal-politician nexus.

“Like the underworld gangs, these politicians and businessmen have divided areas among themselves. They are heavily involved in illegal mining, manufacturing liquor, extortion and kidnapping. Anyone challenging their might would meet Kumar’s end,” an IPS officer said, accusing the government and the BJP leadership of turning a blind eye.

Although the beleaguered chief minister, Shivraj Singh Chauhan, has ordered a judicial probe, the Congress wants state home minister Uma Shankar Gupta to step down.

Kumar’s colleagues said that in the past three months since his posting at Morena, the officer had taken on the mining mafia by seizing a number of trucks and tractors ferrying stones quarried illegally.

AICC general secretary and former Madhya Pradesh chief minister Digvijaya Singh said he had no doubt that the murder was the outcome of a conspiracy. “I have no doubt in my mind that the killing of the IPS officer is not a stray incident,” he said.

BJP ally and senior Janata Dal (United) leader Sharad Yadav said the killing of Kumar had confirmed his worst fears. “I come from Jabalpur and I am aware of rampant illegal mining,” Yadav said. “I am also aware that local BJP and Congress leaders are involved in the illegal mining. They are looting national resources.”
